Preheat oven to 300°. Line a cookie sheet with parchment paper and spread the flour evenly over the parchment paper. Let the flour cook for about 5-6 minutes and then remove from the oven.
Allow the flour to cool completely.
Cream the butter and sugars together for 2-3 minutes. Add the vanilla and mix for another minute. Add the heavy cream and mix on low just until the cream is mixed in.
Add the flour and mix until well combined.
Use a large spoon to mix in the chocolate chips. Store the cookie dough in the refrigerator (if you don't eat all of it immediately). Eat with a spoon or roll into 1" balls in order to portion the dough.
