MAKE THE ORANGE COOKIES
In a large bowl, cream together butter and sugar for 2-3 minutes. Beat in the egg, egg yolks, orange peel, and orange extract for another 2-3 minutes.
In a separate bowl, mix together the flour and baking soda. Add the flour mixture to the other ingredients and mix just until combined.
Use a cookie scoop (2 tbsp) to scoop on cookie sheets that are lined with parchment paper or silicone baking mats. Bake for 21-23 minutes or until light golden brown. Let cool for a few minutes before transferring to wire racks to cool completely.
MAKE THE FUDGE TOPPING
While the cookies are cooling, make the fudge topping.
In a large saucepan, combine the marshmallow creme, sugar, milk, and butter. Over medium heat, bring the mixture to a boil and let it boil for 5 minutes, stirring constantly. Remove from heat and add the chocolate chips and vanilla. Stir until the chocolate chips are melted.
Spread on top of the cookies once they are mostly cooled.
